After receiving his Pharm.D. degree from the University of the Pacific in 1996, Dr. Park started his career as P.I.C. and Store Manager of a chain drugstore. Then from 1998 until 2008, Dr. Park’s entrepreneurship compelled him to create and operating various start-up pharmacy-related businesses, including a sterile compounding pharmacy, a Hispanic community pharmacy, a mail order pharmacy, a hemophilia homecare company, and a specialty drug wholesaler. He then sold all of his businesses in 2008 to attend law school, earning his Juris Doctor in 2010 from the Western Michigan University – Thomas M. Cooley Law School. After gaining experience in qui tam and healthcare law, Dr. Park started his own law firm in 2012, “CPL – California Pharmacy Lawyers.”
As a Pharmacist-Attorney, he has represented numerous individuals and entities in all aspects of pharmacy practice and business by defending them against government and private attacks on licensure and other aspects of pharmacy practice or drug/device distribution. He serves as General Counsel for the nation’s largest state association of pharmacists, the California Pharmacists Association, and regularly advises on proposed bills and regulations that affect pharmacy practice and healthcare. Dr. Park also teaches Pharmacy Law & Ethics at several California schools of pharmacy, including his own alma mater. Dr. Park is a regular speaker for various pharmacist groups as well as other healthcare professionals outside of pharmacy, presenting on topics related to prescription drug laws, controlled substances prescribing, and entrepreneurship. He has written numerous articles and has contributed in a variety of professional publications, particularly enjoying the topic of real-world effects of new laws and regulations. Dr. Park is a Registered Pharmacist and member of the California Bar.
Ivan Petrzelka, PharmD, JD, MBA, is a Pharmacist-Attorney with a passion for learning, mentoring, and creative problem-solving. As a pharmacist for more than 20 years in various clinical and administrative roles, he brings extensive experience in pharmacy practice and regulatory compliance in all pharmacy settings. As an attorney, Dr. Petrzelka has represented pharmacist interns, technicians, pharmacists, pharmacies, and drug wholesalers in numerous enforcement actions before the California State Board of Pharmacy, the Drug Enforcement Agency, and CA Dept. of HealthCare Services. He also counsels pharmacists, compliance officers, and other stakeholders on matters related to healthcare regulations and compliance.
Dr. Petrzelka serves as Adjunct Professor of Pharmacy Law & Ethics at the California Northstate University College of Pharmacy, and is the Founder and General Counsel of NoRxAbuse, a coalition dedicated to educating healthcare providers and general public on the prevention of abuse and diversion of prescription drugs. Dr. Petrzelka is a Registered Pharmacist and member of the California Bar.
Luis Andre P. Vizcocho, RPh, JD. Is a Pharmacist-Attorney who holds over 10 years of experience working as a pharmacist in various practice settings. Mr. Vizcocho embraced the challenges of being a pharmacist -in-charge early in his career, successfully managing and operating a number of stores for a national retail chain pharmacy in the Greater Los Angeles Area for several years until he decided to pursue law school in 2012. Mr. Vizcocho continued working as a pharmacist while attending law school, and transitioned into legal practice by working as a law clerk under the mentorship of Dr. Tony J. Park at the CPL Law Firm. Since graduating as valedictorian of his 2016 class at the Pacific Coast University School of Law, Mr. Vizcocho has continued to draw upon his first-hand experience and knowledge as a practicing pharmacist to quickly and competently understand the issues that most frequently cause problems in pharmacy practice. Mr. Vizcocho then integrates the law into this knowledge, to vigorously represent CPL clients and resolve these problems. Mr. Vizcocho has successfully represented CPL Clients in a wide variety of government and non-government attacks on licensure and providership, particularly in the area of audits and recoupments by the DHCS, CMS, and various PBMs and PSAOs. Mr. Vizcocho is a Registered Pharmacist and member of the California Bar.
Judge Pro Tem Peter Gregorovic holds over 30 years of legal experience in business litigation, pharmacy law, pharmacy sales and acquisitions, corporate formation and compliance, real estate transactions, and other business transactions. His acquired body of knowledge and experience have benefited numerous pharmacists and pharmacies represented by CPL, particularly in the area of pharmacy businesses: corporate formation and compliance, lease contracts, purchase & sale agreements, ownership changes, start-up ventures, and business & civil disputes. Mr. Gregorovic has achieved successful trial verdicts and published appellate decisions. He has also received the Martindale Hubbell’s AV Preeminent Rating, the Fine Magazine 2016 Top Lawyers Award, and the San Diego Magazine’s San Diego Top Lawyers Award for Business Litigation. Mr. Gregorovic is admitted to practice in California and Nevada, as well as the U.S. District Courts for the Central, Southern, Northern, and Eastern Districts of California as well as the 9th Circuit Court of Appeals. Mr. Gregorovic serves on the Board of Directors of several non-profit organizations, and has previously served as Vice-President of the City of La Mesa Athletic Council where he authored a first-in-the-nation cost sharing deferred maintenance plan between the City and sports organizations relating to allocated uses of municipal fields. Mr. Gregorovic also serves as a Superior Court Judge Pro Tem and holds an appointed by the La Mesa City Council to the La Mesa Personnel Appeals Board.
For 20 years, attorney Mike N. Vo has represented individuals and companies in California state courts, in federal courts, in front of the Trademark Trial and Appeal Board, and in administrative hearings before the Department of Labor and Board of Cosmetology. Mr. Vo’s litigation experience is diverse and covers a wide range of topics, including contract disputes, shareholder and partner disputes, misappropriation of trade secrets, anti-competitive practices, intellectual property infringement, employment and wage/hour issues, and healthcare fraud. Mr. Vo also represents clients in transactional matters and disputes, often times quickly identifying and resolving issues that tremendously benefit clients by avoiding unnecessary lawsuits. His representation of CPL Clients has resulted in successful outcomes and favorable settlements in the areas of employment disputes, civil litigation, government prosecution, and healthcare fraud.
Mr. Gregorovic obtained his Bachelor’s Degree in Communications from the California Lutheran University in Thousand Oaks, CA in 2017. He interned for the local cable television station, Thousand Oaks TV (TOTV), gaining valuable experience in the television & film industry to then put those skills to work for the Anaheim Angels and Anaheim Ducks. Mr. Gregorovic’s experience in media and organizational communications has served him well as a CPL licensing analyst. He directly works with CPL Clients to obtain their licenses from the Board of Pharmacy, DEA, Medi-Cal, and Medicare, as well as with CPL attorneys towards achieving Clients’ licensure and accreditation goals.
Joseph Rios is a licensing analyst at CPL, working with CPL Clients to obtain their licenses to operate a fully functional pharmacy: CA Board of Pharmacy, DEA, Medi-Cal, Medicare B/DMEPOS, and others. His previous experience includes working as a pharmacy clerk for a national chaindrug store, and a medical claims processor for a national healthcare system.
Dr. Elizabeth Akhparyan Park Pharm.D, APh, received her Pharmacy Doctor degree from the Western University of Health Sciences, then immediately served a one-year ASHP certified, post-graduate Geriatrics Psych residency at the Los Angeles Jewish Home for the Aging as Chief Resident. In this unique facility, as one of only two ASHP-accredited year-one postgraduate programs in the United States, she created and effectuated several facility-wide interdisciplinary programs focused on reducing pill burden, maximizing drug efficacy, and optimizing target doses for patients. Her work was recognized by the World Congress of Clinical Pharmacy Practice, for which she presented her experience and findings in Rome, Italy, to Physicians and Pharmacists in 2018. Dr. Park’s work in long-term care was recognized in receiving the “Innovation and Collaboration in Post-Acute and Long term Care” award from the California Association of Long Term Care Medicine (CALTCM), which ultimately inspired her to form her sub-specialty in regulatory affairs for health care facilities throughout Southern California. She successfully obtained The Joint Commission Accreditation for many of these facilities, and she is an experienced facilities surveyor for Medicaid compliance per DHCS requirements. She created innovative auditing procedures for Title 22 Community Care facilities regulated by the California Community Care Licensing Division (CDSS), and she helped facilities pass onsite Board of Pharmacy inspections for their Licensed Sterile Compounding (LSC) permits.
Dr. Park created her consultancy firm, Simplified Medicine, Inc., to consult CPL Clients towards full compliance with regulations and to correct noncompliance through education and real-time assessment. Dr. Park routinely implements surprise on-site visits for CPL Clients to audit for compliance, to create a compliance culture, and to devise real-world actionable steps towards remediation. She works with both start-up ventures and established facilities. The CA Board of Pharmacy has approved Dr. Park to serve as a pharmacist consultant for its probationers, and she is regularly called-upon as an expert witness for various administrative and civil cases involving pharmacy standards of practice and compliance.
Dr. Park holds licensure as both a Registered Pharmacist and an Advanced Practice Pharmacist, with the California State Board of Pharmacy.
